Can Gandalf beat the Nazgul?

In Fellowship, Gandalf defeats all nine nazgul on weathertop, so clearly the answer is – yes, he could.

Why did the Witch King think he could kill Gandalf the White at Minas Tirith after Gandalf the GREY drove off all nine at once on Weathertop?

Because he thinks that he had Sauron’s backing which is more powerful than Gandalf. The Witch King’s power depends upon Sauron, so if Sauron becomes powerful and strong so was the Witch King.
