Yes we can use multiple AdMob accounts from single IP. for example, if a person has opened his AdMob account in the cyber cafe and then he logged out. After his, anyone can open different AdMob account on the same IP.

Can I use another AdMob account for the same developer account and app since my old AdMob account has been disabled?

Yes as an alternative you can ask your friend to make his account but google will see you are using another admob they will suspend it again , so never do it.
