How many stages are there in IPS exam?

Can I give UPSC exam after completion of BCom?
Yes,you can appear for the Union public service commission (UPSC) exams after completion of Bcom, as the basic eligibility is that you should be a graduate in any discipline. Note,that after this further examinations will be conducted,and on basis of marks in the exams,and a interview you will be selected for IPS/IAS/IFS,Any one of them.
