Sort of. 250 years ago, police and fire services were only provided by private companies. If you couldn’t afford them, you didn’t get them. Eventually it was decided that, for the public good, these should be provided by the government for all and paid for out of the public purse.

Yes they are near universally government run for the benefit of the population. You can also add public roads and schools. A fire department and the police are socialistic, but not actual examples of socialism.
